    The FBI Records Management Division facility in Winchester, Virginia
    experienced a weather-related flood on September 8, 2012 which seriously
    damaged one of their important records depositories, which reportedly had
    collected records from a number of FBI Field Offices throughout the country.
    It has damaged the ability of the FBI to respond fully to FOIA requests.

    MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Records Management Division
    (RMD), of the Federal Bureau of Investigation (FBI) is seeking information
    for market research purposes relative to the destruction and restoration of
    classified records. A Request for Information (RFI) is being sought
    regarding services for the destruction of approximately 9200 boxes (1.2 cu
    ft) of records which have been damaged by flood water and mud. The frozen
    mud from the flood waters coats the inside/outside of the boxes to differing
    degrees. This mud has been tested and has been found to contain some
    contaminants. It may be advisable for contractor personnel to consider
    wearing personal protective equipment (PPE) when handling the records.

    The respective records were placed in freezer pods and trailers within 72
    hours of the flooding to prevent/retard mold growth. At this time the
    records remain frozen. The boxes predominantly include textual material
    bound by a variety of metal fasteners, but also include non-textual
    materials, including CDs, VHS tapes, reel to reel tape, film canisters and
    x-rays, etc.

    The FBI's normal methods of file destruction have not been successful on
    these records. The wet and/or frozen records may jam shredders, even when
    thawed. Incineration attempts were not entirely successful. Some records
    survived the incineration process.

    The FBI now requires professional/expert services to destroy and properly
    dispose of the boxes of records. The records include classified material up
    to and including the Secret level. The destruction must be complete and
    preclude recognition and/or reconstruction.

    In addition to the destruction of files, the RMD also seeks a Request for
    Information (RFI) for records restoration services. Approximately 700 boxes
    of the flood damaged files, also require restoration. These boxes are also
    frozen. The FBI requites a records restoration company to restore the files
    and return them to the FBI for future use.

    The FBI is open to having the services provided onsite in Alexandria
    Virginia. An adjacent parking lot would be used to house mobile equipment.
    The destruction and restoration of the files at on off-site location is also
    permissible. The contractor must have employees that are already cleared at
    the SECRET level, or alternatively have employees that are able to obtain a
    SECRET clearance.

    Personnel, facilities, and procedures must meet the requirements of the
    National Industrial Security Program Operating Manual (NISPOM), available at
    http://www.dss.mil.

    The FBI would like to gather information from interested and qualified
    contractors capable of either performing destruction and/or restoration
    services. All interested parties are requested to provide detailed
    information to include, but not be limited to: restoration and/or
    destruction methodology and process, restoration/destruction location,
    capabilities, business size and existence of security levels for staff and
    facility. The synopsis/submittal (white paper) shall be no larger than 25
    pages, excluding supporting information such as commercial literature,
    catalogues and manuals.
